All countries has got a different penetration rate. In the table I can see two differents parts the firts part all the countries have got more off 100% penetration rate but the second part the countries have got less off 100% penetration rate.
In Russia the people have got two phones for person. In United States all the people has got one phone.

Graduation ceremony speech
